[Yum] YUM client for Windows

I know, I know, YUM is for Linux.  But my current Lab environment in AWS is prevented from connecting outside our VPC (corporate decision), so I'm looking for a method to pull down the RPMs on my corporate Windows client, and move them over to our CentOS boxes in AWS.

Any suggestions ???
