Pretty sure I know what happened here.

It's b/c of the multilib and the versioning. 

The patch that 'fixes' this is more just lucky. Essentially it keeps us
from dropping out pkgs just b/c there is a package of the same
version-release (but not the same arch) on the system

and your compare_providers output points out another problem.
