It seems like you do not have elfutils-libelf installed and/or it cannot be found. That seems like a bad place to be.
run this command to see what is missing:
rpm -Va --nofiles --nomd5
i have run this command
the error message was
[root at production ~]# rpm -Va --nofiles --nomd5
rpm: error while loading shared libraries: libelf.so.1: cannot open shared object file: No such file or directory
