First thing you might want to do is ask on the centos users' mailing
list.
next thing is take the url up there:
http://mirror.centos.org/centos/3/addons/i386/headers/header.info

and paste it into a web browser on the same machine. If you can't get to
the url from your webbrowser  then that's what is wrong.
