[Yum] yum 2.9.8

We found a number of issues in 2.9.7 and I think we've dealt with most
of them - so here is a 2.9.8  - please test and let us know what's not
working.

Right now I know that yum -c http://path/to/config/file won't work -
it'll be worked on shortly
