As far as I can tell from a quick try, 2.9.7 still have the same bug
that I filed on https://devel.linux.duke.edu/bugzilla/show_bug.cgi?id=649
"yum install" actually tries to install older package when a newer
version is already installed. Yum 2.9.5 doesn't have this bug.

Here's a short snippet of what happens after upgrading to 2.9.7, built
from SRPM with additional patch to disable the "registerOpt() will go
away in a future version of Yum." warning.
