[Yum] yum handling of requires and prereq

I have filed a bug into Red Hat bugzilla, see:

We have an argument with Jens (Cced) whether it is a bug in yum or a bug 
in package in question. To summarize, here is the problem:

Conditions:
Package A prerequres package B, and package B requires C.

Question:
Does that mean that A prerequies C, or, in other words, should C be 
installed before A?

Can somebody advise on that? Any feedback is appreciated.
