I suppose it is possible that yum did install the default configuration
that prevents remote connections, but I don't think yum can be used
to fix it.  Instead, edit /etc/sysconfig/syslog and change
SYSLOGD_OPTIONS="-m 0" to
SYSLOGD_OPTIONS="-m 0 -r"
