[Yum] Yum groupinstall "Base" question

When I do:

yum -y --installroot=$PWD/g-chroot groupinstall "Base"

it fails to install initscripts which is needed by bluez-utils and
netdump.

When I do:

yum -y --installroot=$PWD/g-chroot groupinstall "Core"

initscripts is installed. Does yum pull in "Core" when it installs
"Base" or is there a separate list of pkgs.

When I grep the comps.xml file on line 1442 I see this:

<packagereq type="mandatory">initscripts</packagereq>

It's the only place in the comps.xml file that the word initscripts
exists. What's going on?
