[Yum] Overriding excludes in yum.conf

I have /etc/yum.conf with exclude=kernel* and /etc/yum.conf+k w/o it on
some machines. yum update excludes kernel while yum -c /etc/yum.conf+k
update updates it (and then I reconfigure nasty drivers...)
