filelists.xml required?

I'm a developer on Pulp [0], which interacts heavily with yum repo metadata
(both reading and writing it). We have been assuming that a repository must
have a filelists.xml populated with the corresponding list of files for
each rpm. However a user has recently pointed out that repos exist [1] with
an empty "filelists".
Is it valid for "filelists" to be empty? What functionality is lost in that
case?
