Given that people can't reproduce it ... and neither you nor I know why
it did what people said it did, I'd rather not just paper over it.
Changing the timeout so it's always 2 seconds after the first pass
through the loop seems fine, but we should really add something so that
the user at least sees "lock seems to be taken by pid XYZ, but I can't
see what that is for some reason".
