The last message in the thread is

don't see any resolution to this issue. It may not be of interest for
Seth to clarify this but for distros this is an issue. AFAICS, yum is
either licenses as

- Any GPL
- GPLv2 only
- GPLv2 or later

As far as I get it, the last option seems to be what is actually
intended. But even though only RH engineers seem to be involved, the
trivial fix to these files seems to be quite complex :-/
