I'm pretty sure that when Seth answered your question about Bugzilla being for RH/Fedora related bugs, he was referring to the bugzilla instance located at bugzilla.redhat.com, not the one at Duke.

It does make sense to me for distro-related bugs to be reported to their distro-specific bug tracking system (bugzilla.redhat.com in this case), and other bugs to be tracked "upstream", baseurl.org in this case.
