[Yum-devel] new simple "protectyum" plugin

I thought about that, but it really seems more like per-distro data than
something that belongs to the package -- what's vital somewhere might not be
important somewhere else, and repackaging the plugin to change that seemed a
bit obscure. But I wanted to get other people's opinions too.
