Do we really want to be making a change like this in a stable release? 
It feels like a pretty big compatibility break to me and definitely not 
the sort of thing that makes sense for 3.0.x.

Potentially _supporting_ the new locations in addition as well is 
sensible, but changing the default just feels like it's going to break 
things.  Think about, eg, repositories that ship a package with a repo 
config file -- now where do they put it?  It depends on if they're using 
yum 3.0.3 or 3.0.4.
