Sure, I've attached a revised version of the original patch, including a description in yum.conf(5).
BTW, the documentation for 'distroverpkg' is inconsistent with the actual source code:
the code in config.py gives distroverpkg the default value 'fedora-release', but yum.conf(5) says the default is 'redhat-release'. etc/yum.conf also sets distroverpkg to 'redhat-release'.
