It's been discussed before - the thing is that ATM it doesn't really
make sense to package *all* the plugins as they're in various stages of
development, some more ready than others and are only packaged on "is
somebody willing to support the plugin" basis.
Also for example kernel-module plugin is a bit questionable for FE since
FE doesn't have any kernel modules and the planned way of packaging them
some sunny day is completely different from what the plugin supports.

I think it's better to work out the wrinkles in plugin support wrt GUI
frontends to yum than force users to disable and enable plugins
manually. I know of a few problematic cases like plugins expecting to
find optparse instance in the main yum object (changelog plugin causing
tracebacks with pup and yumex for example) - but have you seen other
similar cases and what exactly are those?
