[Yum-devel] parser/IncludingConfigParser exceptions

Hey,
 looking at this bug:

is there a preferred exception to raise when the file doesn't exist? I
was going to either add the raise into IncludingConfigParser.read() and
catch it in readMainConfig to raise another yum error or do the
file-existence check in readMainConfig by itself.

I didn't know if y'all had any preference on which way to fix that.
