[Yum-devel] Patch for fastestmirror.py

We were testing fastestmirror.py (version 0.2) for use with CentOS-4.2
and found that it only worked for http mirrors and that the test was
hardwired for port 80.
We wanted to also make it work on http (other than 80 if the mirror was
set that way), ftp (21 or other port if set), and pick a file:///path/
as fastest if it exists instead of downloading.
The attached patch (on top of version 0.2) did those things for us in
our testing.
