Thanks for this great plugin i have included fastestmirror.py in Yum 
Extender (aka yumex).  
(http://cvs.sourceforge.net/viewcvs.py/yumex/yumex-dev/src/yumexClasses/)

I call the FastestMirror just before loading repoXML in a custom 
doRepoSetup, it really speed up downloading.
