I'll look at this and think about your questions ASAP.  Sorry I didn't
weigh in earlier.  I've been kinda sick.

It's linked from the urlgrabber home page:
  http://www.linux.duke.edu/projects/urlgrabber/

However, there haven't been any changes since the last release (2.9.7)
so if you patched from that you should be fine.
