The word pinning makes me cringe all over.

1. we download the mirrorlist
2. sort it
3. find a working mirror
3. write it out to /var/cache/yum/$repo/mirrorlist w/the last one we
used at the top
4. and redo that list everytime we re-read all the metadata.
