Based on the recent experience of the pam 0.80 update really requiring a
reboot (because already running apps could no longer use pam modules.
neat!), does it make sense to add an 'rebooted_suggested' flag that
could be set?  I would expect that it would go unused in 99% of cases,
but it would be handy for a few things like kernel updates, glibc,
etc.  

And it's better than the hack I have in pup right now ;-)
