[Yum-devel] YumPlugins wiki page

Hey everyone,

In order to consolidate the plugins for yum, I've created a
YumPlugins[0] page on the wiki.  I also tossed the contents of the
yum PLUGINS file up there and formatted it as guide for new plugin
developers, which will hopefully encourage more people to start writing
them.

So, please feel free to update the page and link to any plugins you have
written, along with a brief description.
