well that's just it - you can write the rules as you'd like

the decisions would be controlled by modules you invoked based on
matches.

ie: if # of packages being removed is > 100, prompt for confirmation
    or
    if the package list contains glibc or rpm or yum or kernel in a
remove state, prompt for confirmation

etc etc etc

the point is that I stop getting requests for arbitrary user protection
options and let the user protect themselves.
