[Rpm-metadata] xml format - take 2

Hi all,
 See the attached file for a second run at the formatting.

Changes:
 UTF-8 specified in doc
 using xml:base for the relative/explicit path layout
 changed around all the url stuff b/c of the above
 changed uniqid to pkgid
 made all of the obsoletes, conflicts, requires, provides have the same 
child type of <entry>

Questions I have:
 1. do I have to list the xmlns:xlink in the <doc> tag?
 2. in the size tag I'm listing 3 things, rpm size, archivesize and
installed size - does that really make much sense to anyone?
