This file isn't valid UTF-8. :)  Looks like a couple package
descriptions or summaries are encoded in a non-specified encoding. :)

320K is fine by me... it's almost exactly the same size as RC's gzipped
RH9 data.  We could drop empty <rpm:obsoletes/> and such tags.
