[Rpm-metadata] new script, another update

And my Debian counterpart is now updated:

Changes:

 - Added namespace to <metadata>.

 - Moved <packager> out of <format>.

 - New <format> namespace, to follow the convention in the RPM data.

Did I miss anything?

Looking over the format, a few things did jump out at me.

<description> in Debian can have paragraphs.  (Can't remember if it can
in RPM or not.)  Do we care about explicitly tagging paragraphs with
something like XHTML <p>?  I suppose, as an alternative, we can pull in
XHTML itself via a namespace if we need it.

Also, just to make sure I'm not missing anything at all: what's the
"archive" attribute to <size>?

Other than that, looks great.  FWIW, I still prefer the current
<version> tag usage to Jeff J's NEVR thing.
