Thanks for the orentry example. I see N always associated with EVR, so I 
return to
my suggestion of
    <entry name="rpm" flags="GE">
       <version epoch="0" ver="4.1.1"/>
    </entry>
becoming
   <entry name="rpm" flags="GE"  epoch="0" ver="4.1.1"/>

OTOH, I know diddly about XML implementations, so feel free to ignore
my suggestion if there are reasons to not unify.
