 -C basically says "operate from out of the cache", or in other words
"don't try to use the network".

 If all the rpms are already download (Eg. via. a previous
--downloadonly operation) then, yeh this should work fine.
 If you do the above when you've only downloaded half of the rpms,
then yum will fail on the first rpm it finds that it can't download
(because you told it not to).
 There is currently no option to say "try and update using just the
rpms that are already downloaded". With depsolving this is
non-trivial.
