[Yum] proxy not working - configured correctly?

Hello,

I have a single server that is giving me a fit.   It is a RHEL 5.3 box that
was installed with no package groups, not even base, so a minimal install.

I have the following proxy configuration in yum.conf:
proxy=http://server:3128/
proxy_username=DOMAIN%5Cbar
proxy_password=foo


1. Verified I have port connectivity to proxy service
2. This configuration is the same across all of our servers so u/p is
correct.
3. I see firewall denies to the Internet directly so this server is not even
using the proxy settings defined.

What am I missing?
