[Yum] yum: F9 => F10 in-place upgrade

 Without more info. I'd guess that this is to do with caching (you've
changed what fc$releasever points to, but nothing times out what
/var/cache/yum/fedora points to).
 So a simple "yum clean expire-cache" should fix it.
