[Yum] yum+preupgrade+anaconda: Cannot upgrade release with 'exclude=' entries in /etc/yum.conf

 File an RFE on preupgrade, it'll probably need to be an option but it
might be able to be a pretty visible one.
 We have --disableexclude and --disableplugin already, adding support
for those to preupgrade is probably trivial. Adding something more
"obvious" is more work though.
