[Yum] problems with yum --allow-downgrade

Hi,
I'd like to use yum to downgrade packages, but I'm unable to get allowdowngrade plugin to work.

[root at hbtest2 lb5.x86_64]# rpm -q util-linux
util-linux-2.13-0.47.el5

[root at hbtest2 lb5.x86_64]# yum --allow-downgrade update util-linux-2.13-lb5.01.x86_64.rpm
Loaded plugins: allowdowngrade, protectbase
Excluding Packages in global exclude list
Finished
90 packages excluded due to repository protections
Setting up Update Process

what am I doing wrong?
