[Yum] how to enable fedora development repository in yum

Can you please tell me how to enable fedora
development repository in yum?

I tried this,but get an error:
$ yum --enablerepo=/etc/yum.repos.d/fedora-devel.repo


Error getting repository data for
/etc/yum.repos.d/fedora-devel.repo, repository not
found

Here is my file:
]# more /etc/yum.repos.d/fedora-devel.repo
[development]
