[Yum] local repo before remote?

I'm not sure what the lack of responses to my previous
post means, but I convinced myself that the FAQ (Q/A13,
about how to get Yum to prefer one repo over another)
really is wrong, and there is no way to do that currently
with yum-2.6.0.
I submitted a bug report on this
