[Yum] ImportError: No module named yum

I've looked at the previous posts regarding this; unfortunately, none of them provided a working solution.  I'm a fairly knowledgeable Linux user running RHEL 3.0.

When I try to run yum, I get:
wrc2y0pk.us.nortel.com:/usr/bin ->yum
Traceback (most recent call last):
  File "/usr/bin/yum", line 6, in ?
    import yummain
  File "/usr/share/yum-cli/yummain.py", line 23, in ?
    import yum
ImportError: No module named yum

Now, I've gone through the code and the code in question is 
/usr/share/yum-cli/yummain.py
 --  import yum

I've compared this to a server with Yum on it, but I don't see any yum.py file anywhere.  So, where is it even pulling yum?

On my server, I've got:  yum-2.1.11-3
