[Yum] can't upgrade yum, yum doesn't work

Yum no longer uses .hdr files, and hasn't in a while.

Istvan: Please try with -d 5 and see if the reason why yum can't
download becomes obvious. We need an error of some sort to tell you why
yum is not working for you, and "yum isn't downloading" is too generic
for us to tell you anything.
