[Yum] exclued regex help

If I have 2 repos for updating all installed packages:
$base_repo, $other_repo

and want to update about 200 "base" packages
exclusively with $base_repo and about 12-15 "other"
packages exclusively with $other_repo

and prefer to only make one call to 'yum update'.. Can
I do it like this in yum.conf (or yum.repos.d/*):

[$base]
...
exclude other-pkg-1 other-pkg-2....
[$other]
....
exclude $(Regex describing everythign but other-pkg-1
other-pkg-2...)

Anyone have any ideas??
