[Yum] YUM to include changelog

in yum 2.1.X - using the repomd metadata modules
(http://linux.duke.edu/metadata)

yum generate-rss

will dump the last 3 changelogs for the most recent packages.

the concept of 'most recent packages' is in flux at the moment,
though. :)
