It is dependent on distribution.

Distributions I know are using yum:
fedora
centos
whitebox
Tao
Scientific Enterprise Linux
Yellow Dog Linux
<your name here>

There's no way to provide a single config file for all of them.

If you want to be on the leading edge of the yum development code then
you can either: 
 - wait for your distribution to release a package
 - make your own yum.conf
