right b/c coming up with a whole new semantic will decrease confusion to

to a certain extent, but it might not always be that way - and I'm not
sure I want to design in that direction.

That's my point - why should I add a whole parser for these options into
yum when I can just tell people - if this rpmrc file is present yum will
use the options set here - then I don't do anything at all except read
include the macros/rc file.
