Here it is.  The patch is substantially bigger but that's due to upgrade 
to version 0.7 of logger.py.  It actually makes the changes to yum core 
code smaller, though the control over sylog priority is lost (logger 
like to decide that on it's own from the priority given to it when 
logging a message).  The nice thing is that Michael added a container 
class that can be used for both syslog and filelog...  I also made it 
possible to turn off /var/log/yum.log logging if desired (if you send 
out syslog msgs maybe you don't want them locally).

Will also add to bugzilla shortly.
