The thing that was removed from IE was support for username at password in
http URL's, not any encoding.  The argument was that it's unsafe and that
there's no non-obsolete RFC that specifies it.  From my reading of the
ensuing ruckus, the "unsafe" part is a series of IE bugs, and the RFC
issue is debatable, but probably correct.
