[Yum] yum is root-only???

yup. it's ok with me.... except I figured out some other problem down the road 
- - yum doesn't have explicit "download" option - it can only be combined with 
"install" which breaks everything since install is actually tries to install 
stuff (I know about download-only option) and complains on dependencies.... 
Can my non-monkey-patch include this fix/improvement as well (I'm working on 
it anyway)?
