[Yum] Weird yum behaviour maybe?

Hi all,
I am seeing some weird behaviour with yum wrt upgrading packages. At this
point I am not sure if this is a yum problem or I if I am going brain dead.

If I do yum list updates I get:
(tigger pts8) # yum list updates
Gathering package information from servers
Getting headers from: Red Hat Linux 8.0 base
Getting headers from: Red Hat Linux 8.0 docs
Getting headers from: rogueind 8.0 local updates
Getting headers from: Red Hat Linux 8.0 updates
Finding updated packages
Downloading needed headers
No Packages Available
(tigger pts8) #

If I do rpm -qa | grep fwbuilder I get:
(tigger pts8) # rpm -qa | grep fwbuilder
libfwbuilder-1.0.0-RC2
fwbuilder-1.0.10-RC5
fwbuilder-ipt-1.0.10-RC5
(tigger pts8) #

an ls -l of the repository shows:
(icarus pts2) # ll
total 7756
-rw-r--r--    1 tdiehl   tdiehl    2130191 May 22 17:09 fwbuilder-1.0.10-1.rh80.i386.rpm

(icarus pts2) #

header.info looks like this:
icarus pts2) # more header.info
0:fwbuilder-ipt-1.0.10-RC5.i386=fwbuilder-ipt-1.0.10-RC5.rh80.i386.rpm
0:libfwbuilder-devel-1.0.0-RC2.i386=libfwbuilder-devel-1.0.0-RC2.rh80.i386.rpm
0:yum-1.0.1-1_80.noarch=yum-1.0.1-1_80.noarch.rpm
0:fwbuilder-1.0.10-RC5.i386=fwbuilder-1.0.10-RC5.rh80.i386.rpm
0:libfwbuilder-1.0.0-1.i386=libfwbuilder-1.0.0-1.rh80.i386.rpm
(icarus pts2) #

and yum.conf:
(tigger pts9) # cat /etc/yum.conf
[main]
cachedir=/var/cache/yum
debuglevel=2
logfile=/var/log/yum.log
pkgpolicy=newest

[base]
name=Red Hat Linux $releasever base
baseurl=file:///icarus/mirrors/ftp/pub/yum-repository/redhat/$releasever/$basearch

[updates]
name=Red Hat Linux $releasever updates
baseurl=file:///icarus/mirrors/ftp/pub/yum-repository/redhat/updates/$releasever/

[local_updates]
name=rogueind $releasever local updates
baseurl=file:///icarus/mirrors/ftp/pub/yum-repository/local/$releasever/$basearch

Now the really weird part of this is that if I do rpm -Fvh fwbuilder-1.0.10-1.rh80.i386.rpm
rpm tries to upgrade the fwbuilder package.

Soooo what I am trying to figure out is why does yum think fwbuilder
is up to date and rpm does not??

Am I going crazy here or is there really something wrong here??
