yum upgrade

just make sure you point to the repositories for the version of the
distro you wish to use.

it's been used for rhl 7.1->7.2, 7.1->7.3 7.2->7.3, 7.3->9 8.0->9

all sorts of upgrades.

yum upgrade includes obsolete processing which is why it is good for
distro-version changes.
