Is the ticketing system intentionally disabled?

I tried to have a look at some bug reports I filed (quite) some time
ago.  So I tried to follow links like
http://yum.baseurl.org/ticket/XXX for some different numbers XXX.  But
I only get the reply "TICKET_VIEW privileges are required to perform
this operation".

Checking the yum home page, I see instructions to file new tickets on
http://yum.baseurl.org/report but trying to follow that link gives a
similar error message.

Is this intentionally disabled?  If so, have old reports been migrated
to some new ticketing system?  If not, is this the right place to
report the malfunction?
