[UG] Revised patches for porting URLGrabber to Python 3

Hi,

I have revised the patches for porting URLGrabber to Python 3. This 
time, it is almost the minimal patch, only with necessary changes. Test 
suite passes both with Python 2 and Python 3.

The patches are on fpaste:
